look up the climate of the country you are going to. see if there are any events in the schedule, something you might need to dress up in for example. what country is it?

weather is all important, bring things for the season and maybe add in a few off season things too just in case of a change. also your staples are needed

Try to pack things you can easily mix and match so you can create as many different outfits as possible with as few items as possible. Avoid items that only suit one specific occasion or that can't be combined with anything else you have.
Select one "colour family" and stick with it. That way you get more combinations that work together and you don't have to take accessories, shoes, jewelry etc. for different colours.
Pack items which can be easily dressed up or down (e.g. dresses or skirts) and which you can adjust to the temperature (e.g. a top and a cardigan rather than a bulky sweater).
Pack comfy shoes! In a new place there's so much to see and to explore - you'll probably be walking a lot.
And as Selina already pointed out - the climate is very important. But don't rely on climate charts etc. on Wikipedia as they only give you the average temperature which can be very misleading. You should ask people who are living in the area what the weather will be like and what to pack.

And: don't overpack! You'll probably buy clothes there as well so you should leave room in your suitcase for your newest acquisitions :)
